THE GROUP OF TRANSPORT MINISTERS FOR THE WESTERN MEDITERRANEAN, GTMO 5+5
The Group of Transport Ministers for the Western Mediterranean (GTMO 5+5) was created in 1995 to promote dialogue and cooperation for the development of transport and to contribute to the Euro-Mediterranean partnership.
The GTMO 5+5 is composed of the Transport Ministers and their top level experts from Algeria, France, Italy, Libya, Malta, Mauritania, Morocco, Portugal, Spain and Tunisia. In addition, the European Commission (Directorate for Mobility and Transport), Arab Maghreb Union (AMU), and the European Investment Bank (EIB) participate as regular observers.
In order to strengthen its institutional structure, the GTMO 5+5 operates according to a mutually agreed protocol for cooperation, with CETMO accounting for the management of its Technical Secretariat.
The GTMO 5+5 has a proven track record as a concertation round table, as a knowledge transfer platform and as an institution, with the capacity to coordinate and advocate the priorities of the Region and State Members in international bodies, like the Union for the Mediterranean (UfM) and the European Union.
CETMO AS THE TECHNICAL SECRETARIAT OF THE GTMO 5+5
CETMO is the Technical Secretariat of the GTMO 5+5 since its inception. As such, it is responsible for the implementation of GTMO 5+5 mandates by way of the definition, coordination and execution of bi-annual Work Programmes, the coordination of the Ministries’ group of experts and the preparation the technical meetings held previous to the Minister’s conference. CETMO also conducts the regional transport and logistics analysis and studies required by the GTMO.
The role and experience as GTMO 5+5 Technical Secretariat provides CETMO with a unique, encompassing regional perspective and Mediterranean Cooperation expertise.
